Says she just divorced and got the truck in the divorce and is a military doctor in Nova Scotia

    Definitely a scam.  eBay is not a "transporter of transaction and delivery."  The "just divorced" (or "previous owner died", "it brings bad memories") is a typical scammer lie, as is the "military doctor in Nova Scotia" (or some other far-off locale, an excuse to avoid a meetup).
