doesn't clean, or drain

We bought this Maytag washer a couple of years ago. The 2nd month we owned it a belt clamp went and it wouldn't spin. Had repaired. Always you have to move the clothes around 4 or 8 times till it agrees to start. Now 9 out of 10 times the light says its done and the washer is still filled with water. Have to set it on rinse again. The kids socks look the same when they come out as when they went in. Still very dirty. Even with bleach. Washer doesn't clean clothes. Gives them a soapy smell and discharges. Would not recommend this washer.
