MISSING BAGGAGE

Sir,
my baggage tag number is (QR 648716) not found at my final destination point(Kochi) on 22 jan. my flight details is Montreal to Doha(QR928/20JAN),doha to muscat(QR166/22JAN),mucat to kochi(9w533/22JAN) but i came to know that in muscut my luggage was not reached from Doha so jet air ways was not tagged my luggage. when i reached Kochi and i put a complaint to authority.after that yesterday and today i called to jet airways and Qatar air ways,but they are not given me a proper and responsible answer . Qatar air ways Kochi told me you call to jet air ways,and jet air ways Kochi told me to call Qatar air ways.I suppose to travel in Qatar air ways up to my final destination(Kochi) due to QR 928 flight's engine trouble in Montreal we delayed and ,the Qatar air ways only arrange the flight ticket of jet air ways. so i am very worried and confused where and how i can get proper guidelines and my luggage.
