Rogers never bother about customer issues

I purchased an iPhone4S in 2011 November with 3 year term on it. I got a $70 plan that includes 1GB data, 200 minutes talk time , Canada wide my10 feature and caller ID display and voice mail. 7 months before I got a bile phone from my company and thereafter my rogers phone was being used by my wife. I called rogers 6 months before and asked that I want to change my rate plan to some thing cheaper and asked if there is any other plan available at this moment. He said that if I want to change my current plan I have to terminate my current contract (which was 3 year term) and get into a 2 year term as they now have only 2 year contracts plans. Also he said I need to pay penalty for terminating the current contract and getting into the new plan. I was surprised and told him that I never heard that we need to terminate the contract to change the rate plan. He said no you need to terminate the current contract in order to change your plan. Then I asked that if I change the plan by terminating the contract and paying the penalty for terminating it then when will my new contract end. He said it will end in Dec 31, 2013. I asked him again and again and confirmed the new contract end date. Finally I agreed to change my plan to a $70 plan which includes only 250 MB data, Canada wide calling+callerId and voice mail. So basically I am paying same money but having only 250 MB data. This all happened 6 months before and they also charged the cancellation fee from my account in following bill. So I thought everything went well. When I called rogers today I was told that my contract will end by 2014 December only and there is no change in your contract. Then I asked them why did I cancel my 1GB plan and paid cancellation fee to you guys. They said it was an error on their end they can return the money and they can offer 500 MB of free data for 3 months. That's all they can do. I told them you just revert my plan to my original plan as you guys did not do what you promised. They said they cannot do that and I can complain anywhere. Now I have requested the transcript of the call that I made to rogers to change my plan 6 months before and trying to lodge it as a complaint.
