Account opened under my name and address

I received a call from a debt collector asking for money on a defaulted phone account.  It had my name and home address associated with it, but the number was for half-way around the world.

They said it was a valid and active account from 2007 through 2011 before they stopped paying.

Noone seems to be able to tell me how this account was opened under my name, how it was paid for, or anything else.

What was the point of them opening an account under my name and then paying for it themselves, except for the last month?

    I've had no suspicious activity with any financial accounts or under my social security number so I'm confused why they would do this.  One thought was they were trying to establish an address in the U.S. but then they'd have to have papers created with my name in order to do anything....strange!

    Now I have to file a police report to dispute this and get it off of my record.
