    Who or what supposedly sent it?

    Scam.  Only a judge can order a garnishment.  And that only as part of a court proceeding. Garnishments are strictly regulated .  Some states do not allow them.  This is a scam meant to scare money out of you.  Ignore and block the e-mails.
