Call to solicit for installation of new alarm system

Received Call from General Electric/Honeywell Manufacture on installing a free upgraded system.
Notified on the FTC - National Do Not Call List with a recent Re-Registiring to ensure compliance.
Time is Money and I don't have time for unsolicited phone calls, I never buy anything EVER over the phone unless I engage the call first.
Why can't these people get that through their THICK HEADS.
Questions like: Are you a homeowner? It is a free upgrade? We can reduce your Service Expense: a Service Expense is a Call for solicitation no matter how you look at it. This is not a sales call, BS.
