Keeps calling. Very jumbled something about IRS and county law suit. Leaves this number for call back but it is always busy or disconnects.

    It's a scam..
    Probably using cheap VoIP (like Magic Jack) from overseas, likely India.
    Ignore them.

    Not IRS..
    IRS doesn't sue you in county court.
    They don't call you with a bad connection.
    They don't notify you by phone.
    They use US Mail.
