Various reports that it is FDS Bank, Federated Department Stores, or one of their retailers such as Macy's, Bloomingdales, Pier One, or a collection agency associated with one of the above.

If you have a credit card with one of the above, you might check directly thru the customer service number on your card or statement to ensure there is not a charge or payment issue.

If not, they may be calling the wrong party (or possibly id theft if there is an account in your name) so proceed accordingly.

    Done-with-them
Their primary business is apparently name harvesting.
They call asking for a fictitious name; when told no one by that name exists, they then invariably ask who they are speaking to.
When given a name, they call back (often within hours) & ask for the new name they just harvested. I have tested this by giving THEM a phony name & surprise, surprise- my New(phony)name apparently had a delinquent account with a Federated owned retailer.
Although they may at one time have had a contract with Mays (now part of Federated) or Federated themselves, most of what I see on various sites is harvesting & extortion attempts.
(When you invent a name & try to get someone to pay on a related account, that pretty much IS extortion)

Why would that be better than pulling random names from a phone book?

Don't know, I'm not the scammer!
    They probably do that too.

Besides, random numbers from a phone book don't give them names at the number's location-only one name (in the white pages) & usually none in the Yellow Pages

I have talked to them on several occasions, and EVERY time you ask for confirming information from them, they hang up.

File a complaint with FTC for Do Not Call violations.

Indicate that you are on the Do Not Call list, that they are repeatedly calling despite you telling them to stop, and that they refuse to identify themselves.

We don't have to make up excuses for why they might possibly be legal.  They have to run their businesses, whatever they are, in a civil manner, or they will get federal complaints.

They called, left no message.  From the number of responses I've seen, apparently they are identifying themselves as a Macy's or Bloomingdale's credit collection service.

I have never held a Macy's account.  I have never held a Bloomingdale's account.  On top of that, ALL of my bills are current.  If this doesn't have SCAM written all over it, I don't know what does...

    IgnoreThem
I think this is DCS. Diversified Collection Services. I got a call from this company some weeks ago and they called me by an old last name. They were trying to collect money on state income taxes from over 10 yrs ago. Well, considering I have a taxman (and always have) and get refunds every year (I plan it like that by not claiming anyone all year) AND especially never having gotten a bill (!) from the state my tax guy says I need not worry and shouldn't talk to them.
These people call several times a week ,sometimes daily. They sometimes leave a message. I spoke to someone only once. She was rude. (I don't answer when they call now) My tax guy said that first of all - after that long of a time- it's moot,if I had owed owe anything it would be too late for them to collect. They are just trying to scare people into sending money. He said ignore the calls and the letters-(that I am now getting every few days.) I plan to write RTS -return to sender- on the envelope from now on and send them back to them.
I plan to do as I'm told. "Ignore them"
Apparently they also go after people with old school loans.

    not thrilled
the CEO of Macy's is Terry Lundgren. His # is 513-579-7000. I left a message. Maybe if he got flooded with calls, he would do something. I have gotten 19 calls from this number in three days. They have been calling me for a month- sometimes every five minutes.
