Received collect phone call, provided info requested, NO call came thru.
NOW, a bill for $17.95!!! NO WAY!!!...and why do you provide a phone # that is NO HELP! Phone says go to website, website says go to phone??? DISGUSTED!
If you can do anything to expedite the cancellation, it would be appreciated

Supposedly, they are a "billing service" for some other company providing the "collect calling" service. Send written disputes, certified, to both QTBILL and the collect call company, which should have been identified in QTBILL's invoice. Indicate in your dispute that the call never went through, the service was not provided, therefore the amount billed is not owed.
If you have further problems, file complaints with BBB to produce a publicly visible record, and file fraud complaints ("unfair or deceptive trade practice") against both companies with your state Attorney General, and the Indiana Attorney General.
