Many people don't realize that things have changed from years ago ... long-distance calling these days from far-flung countries is basically as cheap as domestic calls...
So people being harrassed basically face several problems...
1. U.S. law is difficult to enforce for people outside the U.S.; suing them - not even worth the time, since odds of collecting a judgement is close to nil.
2. Caller ID can be altered, and often is to show all calls under 1 number (probably what this is) or even a totally fake number like 000-000-0000, etc.
3. Enforcement of telemarketing related laws is lax ... even if caught the financial penalties are light; meaningless if the company is a fly-by-night ... only tough criminal penalties, like years in prison will true dissuade violators.
4. Telemarketing works - sad, but true ... even on this list of comments, there was one person who said they'd ordered something via a call from that number.
In the meantime, about the only truly effective measure is to screen calls in some way...
Ie. for landlines, some companies sell a box that can be hooked up to selectively block certain numbers / ranges and/or require the caller to listen to a message and enter a randomly generated PIN at the end to continue their call, etc.

What I would suggest is that you send a very stern email and facsimile to Pacific Bell, in Los Angeles, California, informing them that their customers are harrasing them by constantly calling your telephone number and then hanging-up. Hence you want them to contact their customer and cease-and-dessist immediately to avoid legal prosecution for harrassment, as well as a civil lawsuit for non-compliance.
I'm not a lawyer, but sometimes wish I was.
Pacific Bell owns the lines these people are using and they would not want to get sued for negligence or non-compliance because of their customers.

Before logging onto this site, dial *57 to trace the call. It will tell you that the trace is complete and provide you with the AT&T (Ameritech) annoyance call center number - (800) 769-4099. If you call this number, they are able to provide you the info from the search so that you can fully complete the FCC Complaint form. Perhaps if enough of us file complaints, something will be done!
