I received a call from someone identifying themselves as "Officer Mack Manning with the Dept. of Federal Investigations". The caller had a very thick indian accent and said he was investigating a complaint made against me and I needed to call him back on his "hotline" at 305-600-5668.

They have been operating for several years attempting to extort payments for what they often claim are "payday loans".
The common pattern is the only contact is by phone, they have thick Indian accents, they claim to be law enforcement and threaten or imply you might be arrested or sued, and the "official" agencies they make up sound fake. Their phony names sound like out of some TV soap opera, despite their thick accents.
ABC News did a story on them a couple years ago, and several state Attorneys General have released warnings about them.
Their threats are vicious but toothless. You can safely hang up on him, ignore him, or mock and make fun of him the next time he calls. There is no "Dept. of Federal Investigations" nor is there an "Officer Mack Manning".
It is not clear whether they are calling from the U.S., or from India, as there appears to have been some rogue debt collector that had an Indian call center, that when they were shut down resulted in some old data on U.S. citizens ending up in this group's hands.
They are trying to con you into wiring money to them, generally in the several hundred to maybe several thousand dollar range.
File a complaint with your local police. You may also want to contact a local consumer reporter, who could do a story and warn people in your area.
