Quality and no customer service capability

I recently ordered the Vasque Rift hiking boot in a size 11 via Amazon.  Although, I have ordered shoes on line from companies such as Allen Edmonds, Clark, and Cole Haan without issue the Vasque's were significantly to small. They were returned for a size 11.5 and I was required to pay shipping. The 11.5 were also too small and again I paid for shipping for a size 12. As it happens the size 12 were too small.  How does that happen?

On my second return I contacted Red Wing customer service and requested a pre-paid shipping label, and was informed by 'Joe' just to ship them to Utah COD.  Not feeling comfortable with that suggestion I called Utah twice and left voice mail messages without any return call.  I then called another customer service toll free number, and got Joe again, and was told he would have someone contact me the next day.  Two weeks latter I have had no response.  I even sent them a message via their web site and to no surprise no response.  

Avoid this 'American' shoe company and their products made in CHINA.
