membership cancel

Before join the L A fitness membership, the salesman told us that we can call them  5 days before the due day to cancel the membership if we can't come to use the facility.  For the business reason, I must be out of country for 6-12 months. Unfortunately we can't cancel it on the phone, and he asked us to pay freeze fee $10 per month or talk to manager to cancel it instead of on the phone.  How comes he doesn't promise what he said?  

The facility steam room doesn't work for few weeks and the shower rooms are bad too.
