Years ago, in 1998, my wife and I purchased a vehicle through SeaWest Financial. We frequently had problems with the company as it was a very shady deal.  One month after purchase they demanded return of the vehicle. Not because we had not paid, but because "we should not have sold that car". We refused and got a lawyer. So they said keep the car. Roughly 3 months later they tell us the car is a stolen vehicle.  We go through a year and a half of arguments and no plates for the car. Seawest wants the car, but they wont give us anything.  "consider it a rental".
Finally in February 2000, we tell them, "come get it". Which they do. No further  word from SeaWest. Ever. Not even a credit report filed.

Fast forward to 2010. CPS calls me and says they bought SeaWest and I owe them $2000. We have many discussions on the phone. I am adamant, "there was no agreement. I never signed a contract".
I even insisted, "If you have proof of debt, then show me the contract". One of their employees confides, they do not have records on file that go that far back. All they do have is an old computer file with my name.  
They placed the car on my credit and call wanting money.

    If they allege the debt went delinquent back in 2000, then they can't report it on your credit report, since it is past the 7.5 year FCRA year reporting period.

    It is likely that it is also past the statute of limitations in your state, on top of their problems proving there was even a debt.

    Contact a consumer attorney to review this case.  It may be worth suing them if they are "reaging" the account to illegally put it on your credit file.  The risk they might have to damages and attorney fees, with no documentation to defend themselves, might be the leverage you need to bring this to a permanent close.
