Claims that I've won 4.7 million

Phones a lot and is very presistant in getting the story across.  Sent a registered letter claiming in order for me to receive the monies, I'd have to pay $15,000.00 up front, but it is refundable after the money is received by me.  Haven't sent any money to him, thank goodness for that!!
