called me twice before 9 a.m. tried to call back to tell them to take me off their phone list but no one answers. who the hell are they?

I recieved calls from this company and each time I answered they hangup. I tried calling them and would either get a busy signal or put on HOLD. Once I was on HOLD for 18.41 minutes before I hung up.
