If they haven't stopped calling you "in error" after a year, either change your number, or set them up for a lawsuit.
If you want to retain your number, notify them in writing, sent certified return receipt requested, that they have been repeatedly calling you at your phone number (give yournumber) apparently trying to contact someone you do not know (give the name), that that person cannot be reached through your number, and that in accordance with FDCPA you are demanding that they cease contacting you, and cease harassing you by phone.
If they keep calling you after the Post Office notifies you they got your letter, log the date and time of their additional calls and what they say, tell them you have notified them to cease communications, and then file complaints with FTC and your state AG. When your have several harassing calls, start looking for a consumer protection attorney to file suit, or file suit yourself in small claims court.
