Dispute it through your bank..
Immediately contact your bank to dispute the charges, and have them block your card number or shut down your account to prevent further charge. Your bank can reverse charges back 2 to 3 months if you dispute promptly, under FRB Reg. E.

As for how they got your card number..
There has been an increase in Google pay complaints over the last several months, all reporting charges connected to it by people who never used or signed up for it. It looks like Google may have a basic security flaw allowing any thief to buy stolen card or account information, or maybe just guess until they hit a valid account. If there's no real security in identifying thieves trying out numbers until they find one, they could sit there doing it all day.
