ADS appears to handle store-branded credit cards, as well as "loyalty" or "rewards" programs connected to those cards, for a number of retailers.

It may be an in-house collection call related to one of the retailer-branded cards they handle, or it might possibly be a telemarketing call related to an associated "loyalty" program, attempting to "upsell" you.
Most consumer reports peg it as in-house collections.
Not clear whether reported connection to NCO (a debt collector) indicates they out-source to NCO.
If you are actually a customer of theirs, with a department store credit card account they handle, check to be sure there is not a problem with your account, or payments not being credited.
If they are calling to solicit business, calling you because you are a customer as above, they are not covered by the Do Not Call list, but you can still request removal from telemarketing calls under the TSR, which requires them to maintain an internal Do Not Call list tracking such customer requests.
In addition, file your Privacy opt-out request that they do NOT disclose your personal information to either internal or third party marketers, as provided for by GLB.
If they are calling you in error, claiming to be trying to contact some other party, notify them they are calling the wrong number, and that you are requesting that they cease communications and Do Not Call. Follow up with your request IN WRITING, to the corporate address, indicating that <named party> cannot be reached at your <phone number>. If this does not get their calls to stop, file complaints with FTC, your state AG, and Texas AG (ADS is based in Texas).
If their calls are debt collection calls in ADS's name, but outsourced to a debt collector such as NCO, FDCPA liability would apply to continued calls after they receive your cease communications letter. Otherwise, you work through the original creditor's executive offices, using AG, FTC, and BBB complaints to get action.
