Received a call from a  Shawn Wooes claiming to represent the Attorney General and forwarding my social security number to FBI for Fraud. He claimed I owed their client, Cash Advance USA $650.81 for a payout loan. Requested my debit card number, expiration date and 3 digit number to debit amount. Also, requested I fax an authorization to debit account for the payment arrangement of $335.81 on November 1st,2010 and second and final payment of $335.00 on December 1st,2010. Now I find out they are scamming consumers on some of their outstanding debts. The payout loan I took was for only $255.00 and I decided to search on Internet on the company. I will contact Cash Advance direct for my own satisfaction. If I still owe them I will pay them not someone else. Will cancel my debit card with my bank to eliminate the transaction to be processed until I speak to Cash Advance USA today.

I will solve this problem with the company these people claim to be representing. If anyone is going to be paid it will be the company I supposedly owe not someone threatening lawsuits, jail and fraud.

They are just criminals running a phone extortion racket using illegal threats and harassment to demand payment for phony "payday loans".  They have found that they can often scam consumers into making payments with such threats.

Some of these scammers are calling from within the U.S., but many are reported to have thick Indian or middle eastern accents, and to be calling from India or Pakistan.

Did they have thick accents, and did you get any phone numbers through caller id?

"Received a call from a  Shawn Wooes"
    No doubt it's an alias.

"claiming to represent the Attorney General"
Since they are lying, they might as well tell a big lie.  They have NO connection to any AG, or any "law enforcement".  They are criminals.

"forwarding my social security number to FBI for Fraud."
They probably think the threat might make you afraid to call the FBI.  If you did call the FBI, they will just tell you these callers are running a scam.

"He claimed I owed their client, Cash Advance USA $650.81 for a payout loan. "
    1)  It is easy to guess at one of the larger payday loan companies, and just keep calling until you find someone who may once have had a payday loan.
    2)  In some cases, they may also have gotten access to U.S. consumer credit reports, which might allow them to find the names of past creditors.
    3)  Some reports indicate these types of scams use phony on-line "payday loan" sites to get their information.

"Requested my debit card number, expiration date and 3 digit number to debit amount. Also, requested I fax an authorization to debit account for the payment arrangement of $335.81 on November 1st,2010 and second and final payment of $335.00 on December 1st,2010."
Phishing scam/extortion racket.  Many people might not have $670 in their checking account, so they space it out to get more money.  Isn't that nice of them!  Such accommodating thieves!

"Now I find out they are scamming consumers on some of their outstanding debts. "
And on paid off or non-existent "debts" as well.

"I will contact Cash Advance direct for my own satisfaction. If I still owe them I will pay them not someone else."
It sounds like you believe your loan was already paid off.  Since you haven't been contacted by any legitimate debt collector, you are probably correct.

If you DID still owe something, no payday lender would be using these crooks as "debt collectors".

"Will cancel my debit card with my bank to eliminate the transaction to be processed until I speak to Cash Advance USA today."
If you have given them your debit card information, cancel your card IMMEDIATELY, and dispute any charges that slip through as FRAUDULENT.  If any charges do slip through, be sure to immediately file a written fraud dispute, including a fraud affidavit.

File a police complaint for fraud and theft if they charged your account, attempted if you blocked it in time.
