This marketing company at 202 443 3869 has called me repeatedly soliciting for bulk quantities of viagra. They keep calling even after I told them to stop the first time.

It would be nice if the telecommunications utilities in DC could shut them off. Maybe that's asking too much against a illegal phone call business?

Why don't you turn them in to the FDA. Their area code places them right in the "neighborhood".
Selling "Viagra", whether real or phony, implies a medical claim, and is therefore subject to FDA regulation as a drug, unlike "food supplements".
FDA has in the past shut down some suppliers of either uncontrolled imported pharmaceuticals, or unapproved compounds represented to be pharmaceuticals (technically considered "adulterated", and therefore seizable as "contraband").
