System incapability to update status

Dear Management Team ,
I want to highlight a big concern on the railway’s system inconsistency as well the refund part of the booked railway journey in Tatkal.
PNR# 4840733612
My ticket status on booking time(15Jun) in Tatkal was falling under waiting list of 47-50, till today(16th June) @ 14:40 PNR status was WL26-29 and then suddenly @ 15:00 pm ,it appeared to become as confirmed ticket.
Sir, please understand that everyone plans accordingly their PNR status and if system or server behaves inappropriately (tremendous drop in 10 minutes) , then public journey will be affected(especially for those who plan to board from a big distance).
How is it possible to drop the numbers from 28 0 within 5-10 minutes of time whereas there was hardly any drop came in 20 hours.
Now with this inconsistency(last minute of WL of 28) , my family journey’s plan got cancelled and we had to pay a penalty for cancellation for complete journey which is not refundable as per your terms and conditions.
I don’t see it is a customer fault anywhere for which he/she has to pay and I lost a big amount to zero ground.
Please help in arranginh back the money or atleast bring amendment in the law of Tatkal refund policy.
