It's an order cramming scam..
They have lots of complaints of sending unordered books and billing for them. It is illegal to send bills for unordered merchandise through the US Mail. It's a form of mail fraud. You have no obligation to pay for things you didn't order that were send without your agreement, nor do you have an obligation to return it.
If you receive bills for stuff you didn't order, file fraud complaints with FTC and your state AG, and a mail fraud complaint with the US Postal Inspector.
