Hotel Cancellation - $674 not refunded by Hotel

I had a reservation done on 4th of August 2015, for a stay between 18 and 23rd August 2015.
Cancelled my reservation on 12th August ,2015 that is 6 days before the actual arrival date.
Holiday Inn allowed me to cancel without any Pop up or warning sign that the money is not refundable.
I called the Intercontinental Hotel Group they said their policy is to let you cancel and keep the money.
Trick is they also make money by letting the rooms for others for the same day.
Call the Holiday Inn , Cedar City ,UTAH run by Safari Hospitality Inc on 25th August they said they will
refund the money as the cancellation was done in time.
I would never recommend Holiday Inn Express, because of the unethical business practices
