Phone calls repeatedly to a DNC #

Just got a call today, shows # 347-218-0531 on diplay, but when you call back it's either fast busy or 'mail box is full for: SERVICE". I talked to the chick and told her to quit calling my number (is a cell) she said she can't  unless we sign up to lower our rates. I said this # is on the do not call list, but she claims if you have a credit card they can call you. I said NOT! I know the law and I will prosecute. I said that's BS, she said they can call as long as we have VISA, MC or Disc. I said right and your going to charge me or move my; cards to other banks, she said NO that's not how it works, very SNOTTY! I said do you EVEN KNOW who you are talking to?? she said it would take her a minute to look it up and then of course she HUNG UP!! What BS this has been going on for us for months both @ home and my cell, Lucky hubby's cell has not been invaded yet!!
