billing

i signed up for 2 year plan with direct tv january 2014 for a bundle package with at&t. the direct portion of the bill was to be $19.99 per month for 12 months and would increase by $20 at the end of the first year.  the bill should have been 39.99 well behold my bill was for $58. of course I called and they said nothing they could do that was my bill.  I will report to any agency responsible for the overseeing the these companies.
