unsolicited/robo calls

I am so sick of this number calling me and either saying nothing or it's some kind of solicitation call.  They call so often that I recognize the number and just pick up the phone and put it down again without listening to what, if anything, they have to say.  If we can map the human genome, why the hell can't we stop these intrusive, annoying calls?????????????????
