a company named  afni  sent a collections notice for at&t  which I've not
dealt with at&t  as a phone carrier in well over 2 decades.  Claiming to
want a settlement on a debt that was owed by  someone else named Richard Smith.  Are these guys  for real or just another fraud/scam gathering info?

They have a long history of consumer complaints indicating they attempt to collect alleged debts from anyone they find with similar names to some alleged account.

How many people do you think are named "Richard Smith" (or even "R Smith") in the whole U.S.?  If you find some in your local phone book, why don't you give them a call, and see if AFNI tried to shake them down as well?

Dispute alleged debts IN WRITING, mailed certified, to establish that you have notified them the "debt" is disputed.

Note that even if this was some old account you closed 2 decades ago, regardless of whether there was any balance, it is past SOL, and also illegal to report it past 7 years on your credit reports.  Any statements they make to the contrary are deceptive, and use of deception to collect debts is a violation of FDCPA.

If they continue to harass you over unowed "debts", or trash your credit, contact your state Attorney General for assistance.

Or contact an attorney with experience in FDCPA and FCRA litigation.  You might try www.naca.net
