Levy on 15 year old debt came out of the blue

My wife owed some taxes to the state of Indiana and they dropped off after 15 years. Then suddenly we were at a grocery store and buying our goods when we found the account FROZEN for $2000 from a levy issued by Premier Credit North America. All her checks bounced and we were without gas, electric and food for 2 weeks until the next paycheck. Those scumbags did this right at Christmastime and they also ruined a mortgage payment. The state of Indiana hides behind the louses. They never sent any paperwork to the house until the levy was issued then sent paperwork after the FACT that she could make a "payment arrangement" These people ought to be in jail for breaking violations and Indiana should be investigating how bad their revenue service is, handling these type of things by using debt buyers like Premier to do the dirty work.

This kind of explains the rest of your post. As you seem to have experienced, tax debt is something beyond the 'pale'...
This is not to say that there aren't ways to soften the blow. First and foremost, you NEED to talk to a tax lawyer. Even the franchise tax departments of individual states have rules to follow. It seems that you should've been 'under notice' before the garnishments began. Also, there should have been warnings about those garnishments.
You really have to talk to a lawyer. Please. (How many times have I plead this here?????) Talk to a lawyer.
Something to keep in mind is that there IS a statute of limitations to those attachments. That is, after a certain amount of time, those judgments from the state can no longer be enforced. The only way for you to find out exactly where you are is to talk to a lawyer. Do it now.
