Strange Phone call

I received a phone call from someone who said they were a Mr. Collins calling about a business matter. As I didn't answer the phone but was handed it by someone, I was initially asked by him to verify my name. I refused to do so until he told me what he wanted. He repeated that he could not tell me unless I verified my name, but that he had a business matter to discuss. I refused again to confirm my name and asked what it was he wanted to discuss. Then he said he could not tell me what the business matter was until I verified my address and the last four numbers of my Social Security #. I laughed and said, "Oh hell no!" and hung up. The guy sounded really nervous--his voice was very shaky. I got the # from caller i.d. and it was 1-901-620-6214. I looked it up online and found that it was registered to a landline in Memphis, TN, Shelby County. The listing for the number was Level 3 Communications, LLC. Level 3 is a VoIP telecom. VoIP is commonly used by call centers, but also by overseas scammers. The real location could be anywhere in the world. If he calls again, ask him the name of his company.
The scams commonly fail to change the caller id, although some of the more sophisticated ones have played with that type of spoofing. You could probably contact Level 3 and ask them what company is using the number.
