Threat to have me arrested

I have received two recorded calls today from a private number, but the voice was speaking so fast I could not understand what the voice was saying. It sounded like I was involved in a case that I could be arrested for. And then they told me to hit one (1) to hear what it was about. But both times I let my voicemail pick up the call. My wife and I are an older couple and I am very sick. So is this a scam by this guy or what.
