I have had several "robo" phone calls from Rachael at Credit Card Services. Can't these annoyances be stopped?

The "Do not call list" does nothing but provide a list to every telemarketer and says do not call these numbers ... there are no penalties in place and no enforcement of the do not call list. Kind of like giving candy to a child and saying do not eat it. I never got telemarketing calls until I signed up for the do not call list registry. I report each call... nothing stops so l assume nothing is done.
