There are typically 2 patterns: 1) Overseas scammers, often in India or Pakistan. Although they often use threatening emails, they also use robocalling to target suckers who call back. 2) US-based "debt collectors", following the "caller/closer" form. These use an initial caller pretending to be "skip-tracing to serve papers", leaving a number to call back, where you reach the "closer". The closer is experienced in running the con, while denying any responsibility for any lies or misrepresentations made by the "independent contracter" initial caller.
