Lowering my credit card debt

I feel I am being harassed.  I have no idea where they got my name or phone # because we do not have credit card debt. Receive at least 4 calls a week, sometimes everyday, or numerous times a day.  Today I clicked "1" to talk to someone.  I told him I wanted off their calling list, that I was on a do not call list (which is the truth). He told me I had to pay them $1,000 to get off.  I asked to speak to a manager and he would not let me and finally hung up.
