I am on the national do not call list and these people are relentless.  Why even bother to go onto the do not call list. I wish that I could bother the people who are calling when they are trying to relax at home!

Scumbags just called me with the Rachel message.  Different number this time but same message.  I've exhausted my call-blocking capacity and will just file another complaint with the FTC and FCC.  Complaints don't do any good but at least they know the calls are continuing.  These scumbags are criminals and need to be behind bars.

I save the contact under the name CRAP and then set the ring tone to "no ring"
That way if they call again I never know it.

Proof that current laws mean nothing to these scum suckers, same companies that have been sued in the past:

Write our Congress and Senate. We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in jail, no one left to outsource to overseas boiler rooms, problem solved.
Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

Great message - add Pennsylvania to your list!
      http://www.attorneygeneral.gov/complaints.aspx?id=591

The Pennsylvania Office of the Attorney General sends me a courtesy letter each time I file a report.  They occasionally send a status on an investigation.

You nailed the problem: it IS jurisdiction.  Unfortunately, the crooks are a step ahead of the law.  I understand that the calls are placed from outside the US (and FBI jurisdiction) and are routed through disposable numbers.

I don't know what Congress can do.  What we can do is report the numbers quickly to the authorities so they can force the perps to abandon the disposable numbers more frequently.

The calls are being made from outside the US however the call centers (where you actually talk to someone after pressing 1) are in the US and the companies making the money from the scam are owned by people in the US.
        The majority of the disposable numbers come from Pacific Telecom Communications Group;
        http://telemarketerspam.wordpress.com
and they are currently under investigation and in the midst of various lawsuits. (The principles involved have been part of actions by the FCC under other business names). They have ripped people off for millions of dollars, yet have paid only a couple of thousand dollars in fines. The only way to stop them is to throw them in prison for a few years to make this criminal activity less attractive.

Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

These calls are coming from call centers in Costa Rica and India and they are using spoofed (false)
numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in
this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small
print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer
Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes
or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for
    each violation.

People should continually file complaints with their Attorney Generals office and also file with:
    http://www.fcc.gov/complaints
    https://www.ftccomplaintassistant.gov
If enough people keep complaining then maybe something will get done.

The FTC has already taken action against some of them however they just pay a small fine and are back at the same scam the next day:

I will say it again, we need CRIMINAL penalties against the companies that are profiting from these
calls. Follow the money, slap them in jail, no one left to outsource to overseas boiler rooms, problem
solved. Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

    sick-of-the-scam!
Number showed up on my called id, though no msg was left.  I, too, have exhausted my call-blocking capacity so cannot block them.  Have been on all no-call lists for a long time.  What to do?  It SHOULD be a felony when these people keep on making these calls!

My voicemail misses the beginning of the message, so all I get is: "Three to discontinue further notices or press the number one on your phone now to speak with a live operator and lower your interest rate thank you. Have a great day"

I called them back and used their automated system to remove our number.  They said that our number will be removed within 72 hours.

I will be reporting the number at the FTC and the PA Office of the Attorney General.  I'd encourage everyone to do the same

You can report all you wish but they still call.  I first installed a $20 program on my cell and the call block was pretty much infinite for the $20.  At home I just picked up some Panasonic Detect6 phones and I just keep adding their numbers to the, again infinite, call block list.  $70 for three cordless phones and $20 on the cell were a very worthwhile investment.

These S.O.B.s just keep calling. Apart from the fact that I'm registered on the "Do Not Call" list, they illegally call with a recording: "This is Rachel from Cardholder Services... etc."  Many times before I've told them to put me on "their" do-not-call list, but they keep calling. I don't even have any credit cards. If I could reach through the phone lines I'd massacre them all.

Just got yet another call.  Pressed 1 this time to be connected to an operator.  (3 is supposed to remove you from the list but hasn't worked so for.)  When someone answered, I very nicely asked for a call back number in case I was disconnected...it is BANK OF AMERICA 800-421-2110 .  When I said I have been getting calls from this number daily, the guy hung up on me...not the first time...good luck folks.  What B of A is doing is ILLEGAL!!!

Get two or three of these calls per day.
I always press the number to talk to someone so I can yell at them.

Today I started mentioning that I keep a voodoo doll next to the phone and every time I get one
of these calls I stick a pin the the crotch and tell them that if they feel pain or get sick or if they have children born with medical problems they will need stop the scam calls to cure the problem.

I am starting today to contact NY Times, Washington Post, USA Today and other publications and on air news outlets to ask them to investigate these numbers and to let the public know that it is a filthy scam and to beware.

Most recent calls came from 407-476-5689 and 503-4547-1789

I have been receiving tons of calls from various numbers in Florida. They're usually to the effect of 407-476-5689 or similar. The caller ID always says "Card Services" and when I answer there's an automated message. "Hi this is Rachel from Card Services. There's nothing wrong with your cards, but press 1 to speak to a live representative to lower your interest rates or press 3 to be placed on our do not call list." I have tried placing myself on their "do not call list" numerous times. It does nothing. I am already on the National Do Not Call list and these scam bags are clearly ignoring it.

Today I spoke to a live operator when they called and some woman came on the line. I told her didn't wish to be contacted anymore and I am tired of them calling my house. She they said, "Do you want a cookie?" I told her no and to remove me from their list and stop calling. She then said, "How about you suck a d*** you f*****!" and hung up on me!

Just to add to the chorus...get 2 calls a day from Card Services- today I spoke to a rep and after demanding that they remove me from their list-she asked if I breathed during my complaint. I asked her if she slept at night with a job like she had and she promptly called me an a$$hole.  Charming people.  I'm tired of these guys and want to put a stop

This is the same "Card holder services" that has been literally calling me every week for the past month. The recording is the same as always: "Press 1 to speak to an operator or press 3 to remove your number..."
Every other time, I've pressed 1 to try to get the company's name and address, but the customer service rep never gives it.
This time, I pressed 3 and the line went dead. I don't know if they'll remove my number or if they just hung up.

I've reported them (again) to the FTC Do Not Call List and the State of Florida Do Not Call List, but I doubt  these agencies will do anything since there's no company information or other identifying data.

My caller ID said "V10221618110059", so is there any way to trace this back to a phone line or website that specializes in spoofing phone numbers?
