Seller did not send product and I can't dispute!

I purchased a product from ebay at the end of April.  I paid immediately upon winning the auction.  2 weeks later I had not received the item.  I sent a message to the seller, upon which he answered that he had the item ready to be shipped and forgot, and apologized.  This was acceptable, until the second time, a month later, he still had not sent the item, and the next message was sent back with promises that he would sent it.
Next thing you know, 2 months later, still no item.  I didn't realize that you only had 60 days to dispute a sale.  The seller kept promising it would come and by the time I went to dispute, since he was no longer answering my message, 61 days went by.  Not only can I not dispute the sale, I can't fight the sale through paypal because they say I must dispute through eBay.  Additionally, I cannot even give negative feedback to the seller since it's been longer than 60 days!!!!  Ebay will do nothing to help me.  I'm so frustrated.  I will no longer order anything on ebay because of this bad experience with this awful seller.  This seller had 100 % feedback.

    call your credit card company and dispute the charge;also,with ebay-if I don't recived my item in 7 days I  file a dispute and if the item comes i cancel it.
