Booked cylinder not received & misbehaving by delivery boy

We have booked a gas cylinder around 10 days previous.till date we did not received cylinder.when we contact local delivery boy .he misbehaving with us. And do what can you do.and complaint to anywhere.his name is inderjeet.
Kindly look into the matter in urgent basis.
