They are a fraudulent telemarketer pretending to be associated with Chase, attempting to get your card information and con you out of "fees" for supposedly lowering your interest rates. It's a scam, and they routinely violate the Do Not Call laws, as well as submitting fraudulent credit card charges of around $800 for their "services".
If you have given them any credit card information, immediately contact your bank to block the card number, and file a fraud dispute against any fraudulent charges.
File fraud and Do Not Call complaints with FTC.
This type of fraudulent caller typically has consumer complaints reporting that they fraudulently claim they are associated with victim's banks, or with VISA or MasterCard.
It is part of their fraudulent sales pitch.
They are not affiliated with any bank. They are just fraudulent telemarketers of a worthless "service" they use as an excuse for fraudulent charges.
Chase is not behind these scam calls.
Both have been reported doing unauthorized hard credit checks phishing for information.
Glad to see Chase executive have to explain himself think Chase owes it to all their customers along with the apology now take action the Chase CEO gave they should clear everyone credit card debt that would be the appropriate payback for all of things Chase did wrong from the past and everyone get a fresh start.
