Claims you can get your $79 refunded if you decline the job

I received an automated phone call offering a job filing rebates for HUD/FHA houses that had been fully paid for, and now they were owed a refund. There was a claim to earn at least $300 per rebate processed.
I paid the fee, received a packet in the mail with instructions how to proceed.  But first, I would have to sumit a request to HUD/FHA to obtain a list of home owners who qualified for a rebate.  There was a form letter to submit, stating that I understood that there would be a "very small fee" in order to get the list.
When the reply came back, there was no list, just a letter saying that it would cost %5,550. to get the list.
Smelling a rat, I looked at my packet on the back page, "Conditional Money back Guarantee". In short, the "condition" is, you have to send them one of the pages of the giant $5,550. list. So, SCAM!

    It is a scam.  They make their money getting people to pay them $79, for some supposed "work at home" scheme.
