They appear to originate from either "trial offers", phony "subscriptions" generated in associated with deceptive pop-ups offers or "surveys" on some websites, fraudulent telemarketing, or possibly attempts by publishers to stop cancellations by claiming customers "agreed" to automatic renewals.
Occasionally, bogus subscriptions also result from someone sending in fraudulent subscription cards for purposes of harassment, since the publisher has no way of checking whether they are valid.
The publishers usually don't send anything until they get paid, and are generally reported to politely cancel when contacted.
If you are getting a bill from the publisher, contact them directly. Follow up with a written notification to cancel, referencing your original contact date, and including that you did not subscribe, mailing it certified.
If you are getting a collection letter from a debt collector (such as Sunrise) send a letter to them indicating that you are disputing the alleged debt (to protect your rights under FDCPA), and that you never ordered or received this magazine. Send this letter certified as well, and file a BBB complaint against them, as they have a history of such questionable "debt collection".
There is one class of magazine subscription scam that employs fraudulent telemarketing, threats, fraudulent misrepresentations of multi-year contracts, and either phony or real, equally shady "debt collectors", as part of a fraudulent magazine subscription racket. These scammers will usually try to cram some phony subscription for multiple magazines at inflated prices 10 to 20 times publisher prices, using threats and harassment to extort payment, often trying to extort $1200 or more from cnsumers, or "settle" for $400 or more to "cancel" the fraudulent "non-cancellable subscription".
If you are dealing with one of these, file fraud complaints with FTC, and the U.S. Postal Inspector for mail fraud, and contact your state Attorney General for assistance. They generally cave with a prompt AG complaint, even when they lie and say they are only doing it for "customer good will".
