Service resolution

My AC unit went out over a month ago and a diagnosis was eventually made by 3 n 1 heating and air two weeks later, after a week of waiting without contact from AHS or 3 n 1, I contacted AHS to find out the diagnosis was never submitted, I have been calling each company each week for the last two weeks for a answer to when my AC will be repaired and have been told today that the diagnosis has still not been submitted. I have paid for the service call already (upon initial request for service) is this a case of fraud I'm getting drug through? What needs to happen to get this issue fixed? Legal? BBB review?
