It's an order cramming scam..
Whenever you receive a bill in the mail for unordered merchandise, file a mail fraud complaint with the US Postal Inspector. If you follow the path of least resistance, and just pay it, or even send it back, you're acting like a "customer" and they'll use that to pretend you "agreed" to further "book orders".
