50 euro "refueling service" charged

We rented a car through www.economycarrentals.com with their Italian partner LOCAUTO.
When delivering the car at Bari airport there was nobody present to collect the car. Apparently we where expected to deliver the car with a full tank because after about 3 weeks my credit card showed a debit of 109,75 euros for 35 litres. 35 x 1,65 (1 liter) euro = 57,75 euros. To charge an additionally about 50 euro for "refuelling service" is outrageous.
I never signed a paper with this amount. I only have a copy of a document with some very small text. This document does not include the full text of the rental agreement. This way LOCAUTO can charge any amount they want.
