I got an automated call from "Rachel" and decided to wait until I could talk to a person.She came on and instead of telling her up front that I am on the "Do Not Call List" I decided to try to get some info from her.
Here is what she told me: That by applying for a credit card with any number of banks like BoA, Discover, Chase, Wells Fargo, etc. and agreeing to their Terms and Conditions, I had been automatically enrolled in a Federal program designed to protect me from banks' high interest and that Card Member Services would help me get a card with lower interest.
I just told her I was not interested. She did admit, though, that they got my number by random calling.
I hope no one out there falls for this! You can have your identity stolen!

The key question is why VISA and MasterCard allow them to have merchant accounts, when they must be getting numerous fraud disputes, even fraudulently claiming to be representing VISA and MasterCard.
Is the CC comanies' fraud investigation so bad that they can't find them when consumer fraud disputes should be practically handing them their identity?
