OVERBOOKED could not provide me the car I reserved

I booked with Hertz, checked in on line. When we arrived at the hertz desk we were told they were 60 cars overbooked and could not provide me with my car or one like it for at least 4-5 hours. We waited 3 hours to get a car from Dollar who gouged us. We paided 2x the price for a smaller car because dollar took advantage of the situation.
