Incoming/outgoing barred for this number

The number 7259119519 has barred its incoming /outgoing calls to any number by airtel without telling any reasons .
When calling customer care , they are telling to call to the same number and they will ask for the documents since i am in roaming i am not able to ontact the persons without any outgoing/incoming call facilities
