we received a call from 923360076172 this number stating we won a lucky draw of cad$50,000 and in order to receive the winnings we should transfer $575.00 to a bank officer in dubai through western union.they sounded like they were from pakistan or india.

    Probably not even in Dubai..
    When you transfer money by Western Union, you aren't transferring it to any particular place, or even any particular person.  The transfer information lets anyone pick it up anywhere in the world.
