I am receiving harrassing phone calls several times per day from this phoney organization threatening to sue me over a debt that I have never had. This happened to me a about 1 year ago and I told them that I reported them to the FBI and they went away. Now they're back. They are also harrassing my family members who have been alerted to the scam. I can't believe all of the poor folks going through the same issue. We all need to report these people to your state's attorney general. I don't understand how something like this can continue month after month and year after year without someone catching these [***].

Just another criminal phone extortion racket, playing "debt collector" to steal money for phony "payday loans".
Most likely they are calling from India or Pakistan, not California. That's why FBI and AGs aren't very interested, other than posting a few press release warnings.
It might be possible to put pressure on their VoIP phone services, however, to expedite cutting them off, since they would have to have some U.S. presence. Try contacting your Congressman, since that is the level of pressure it would take to get the FBI to take that approach.

He's lying. It's just a threat to intimidate you into paying him.
"He call my cell phone number, my home phone and my work place number and asking information from co-workers. "
Third party disclosure by debt collectors is prohibited by FDCPA, but these thugs routinely do it, since their goal is to intimidate and harass to get your money. They have gotten access to one of the skip-trace services, so they can look up employers, and even relatives to use in their scheme.

He's a liar. Everything he says is a lie.
File a complaint with the FBI, and if he continues to call, tell him you are recording the call as evidence. Or just hang up. When he realizes you aren't going to be conned, he will move on to the next sucker.
If you really want to hurt them, get a local TV consumer reporter to do a story on these scams, so lots of people in your area know it's a con.
