Called twice this week claiming someone had a complainte on file

  They're running a shakedown scam..

  These scams typically call to leave a message that they're "serving papers", implying some lawsuit has been filed.  That's why they use these generic but vaguely "legal sounding" names.  They leave a number that the target is supposed to call back in a panic, and pay them without proof they're owed anything.
  What number did they call from, or leave to call back?
